浙江省已把动漫产业作为产业调整的重点，委托浙江大学等单位编制动漫产业发展规划。不到一年，杭州就初步建成了一个动画教学研究基地和两个产业园区。目前，杭州市共有动漫企业43家。今年计划总投入2亿元，完成国产动画片1300集，总计1.5万多分钟，生产能力直追湖南。
上海决心昂起龙头，再铸昔日辉煌。上海是我国动画产业的开山鼻祖，动画史上的龙头老大。几十年来，上海先后创作了4万分钟、100多部影视动画片，获得300多个奖项。其中，《大闹天空》、《小蝌蚪找妈妈》、《哪吒闹海》、《黑猫警长》、《葫芦兄弟》等，都是我国动画史上的经典。
目前，上海拥有上海美术制片厂、上海炫动卡通卫视传媒娱乐有限公司两家国家级动画产业基地。上海市政府已设立动画创作基金，每年财政预算安排5000万元，专用于奖励动画创作。
北京则决心打造中国动漫产业中心。国家首批13家国家级动画产业基地，北京就有4家，加上央视少儿频道、京视少儿频道播出优势，北京中关村强大的软件开发能力等，发展条件得天独厚，可谓占尽了天时、地利。
